Student Community Service Hours Opportunity
Help Jenna Estates stay beautiful and help your middle and high school students receive community service hours.
Earn service hours by helping keep our community clean and manicured.
Our community could use your help. We have dead trees that need to be cut down, trash on the grounds, brush over growth that needs clearing, and snow removal on non-residential sidewalks(winter).
Send an email to [email protected] if you would like your teen to be contacted for service learning hour opportunities. Or, don't wait to be contacted. You can contact the board if there is a project your teen has in mind to help the community. Then, once completed let us know and a board member can verify completion and will sign off on your service hour form.

Property:
Is the Jenna Estates common area considered private property and therefore is it only to be used by residence of Jenna Estates?
Yes. If you think there is an issue with non-residents in the Jenna Estates common areas you can ask them to leave or call local law enforcement for help.
I would like to use the Jenna Estates common area for a private event that is not related to the community and is not sponsored by the HOA – is that allowed?
No, residents cannot have private events in the common area since this would be an HOA liability. If you have questions regarding use of the common area please contact the HOA Board.
I am having a private party and my property adjoins the Jenna Estates common area; can I use the common area to place an inflatable bouncer, slide, or moonwalk for the kids to play in during my party?
No, residents cannot use the common area to extend their own property for private events. If you have questions regarding use of the common area please contact the HOA Board.
Sometimes I find items (ramps, bikes, balls, etc.) left in the common area – what do I do?
You can collect the items and try to find the owner on your own or contact the HOA Board for help. Removing abandoned items is important for keeping the entire community clean and safe.
I have some Old outdoor furniture or toys that I would like to donate to the common area – should I just take it up there and set it up?
Donating old items to the common area is discouraged. If you feel that the community would really benefit from your donation you can contact the HOA Board for review and approval.
How close are hunters allowed near residential property lines and what should I do if I see someone breaking this law?
Maryland law prohibits an individual from hunting within 150 yards of an occupied structure (home, church, etc) without written permission of the owner. If you see any activity that appears illegal or otherwise suspicious, please contact Carroll County law enforcement at their 24 hour Hotline: 410-260-8888.
There are individuals on our street making noise and/or loitering – what can I do?
The streets within Jenna Estates are owned and managed by Carroll County, therefore, you must contact local law enforcement for help.
Social:
How do I get a social event to be sponsored by the HOA?
Social events must be developed by the HOA Social Committee and approved by the HOA Board. If you have ideas regarding social events please contact the HOA Social Committee and they will be glad to discuss.
Can I get a refund from a social event that I paid for but did not attend?
No, social events are paid for in advance and generally depend on the count of participants. There is sometimes a chance to get a refund before the event has occurred – but this is varies from one event to another – each social event will state its refund policy in advance.
Landscape / Home Alterations:
How do I submit a request for a change in my landscape or addition to my home’s exterior?
You must fill out an Application for Exterior Alteration form (applicationforexterioralteration-2.doc) and email it to: [email protected]
Do I need to submit a request for a change in my landscape or exterior if it is <fill in the blank>?
Please refer to the Covenants and Bylaws to check for application requirements; if it is an exterior alteration than it is highly likely that it must be approved by the HOA Board.
How long does it take for a landscape submission to be approved?
The HOA Board meets once per month and therefore it will take at least 60 days for approval; however, the board strives to review submissions as soon as received so that the requested alterations can begin.
Can I add/purchase/build a <fill in the blank>?
Please refer to the Covenants and Bylaws to check your plans against the HOA rules; if your request is not in accordance with the HOA covenants and bylaws then the HOA Board cannot approve your request unless/until a change in the covenants and bylaws occurs.

How can I get information posted to the HOA web site?
If you feel there is content missing from the Jenna Estates HOA website you can contact the HOA Board or contact the HOA Web Site Committee. Content suggestions are welcomed but may not be appropriate, therefore, HOA Board review and approval are required.
