THE SINKHOLE ... A CONTINUING SAGA
- Please continue to avoid the pathway to the common area that is closest to Robby Court/Andrew Court until further notice
- The Board received multiple proposals for fixing the sink hole; however, the proposals varied significantly in cost ($17k - $100k) and in the approach for fixing our issues. Given these differences and the recurrence of this issue in the same location, the Board engaged with a civil engineer in order to get the best long-term solution. Once the engineer has completed his analysis, he will provide a recommended solution and the Board will get bids from multiple contractors to implement the engineered solution.
- Based on the size/scale of our issue and the prior proposals, we expect the cost of this project to exceed our current reserves/available funds. As a result, we will need to fund this work via a Special Assessment, which is documented in our by-laws. At this time, we do not know how much the Special Assessment will be and we will communicate that information as soon as we can,
- The Board understands the financial impact of a Special Assessment and our responsibility to maintain safe common areas. We are striving to be as open and transparent as possible regarding our process and next steps. We hope to receive the engineered solution in early 2024 and will schedule the necessary meeting(s) to vote on the Special Assessment once we understand the solution and costs
Older Jenna Estates News:
Pending Harvest Creek (aka Zabel Property) & Prothero Connection
Elm Street Development is the builder for the new Zabel community, Harvest Creek. Currently, the plan is to build 138 single family homes on 0.25 – 0.5 acre lots. The homes will be clustered on the property to minimize the environmental impacts and make the connections to public water/sewer easier.
According to Elm Street Development, they will submit the Conceptual Plan to Carroll County for approval in the next 6-8 weeks. The Conceptual Plan includes the lot layout for the community, the density, the road networking, etc. Carroll County will have 30 days to review the plan, request changes, etc. Once the Conceptual Plan is approved, Elm Street Development will complete and submit the Preliminary Plan to Carroll County, approximately 6-8 months after the approval of the Conceptual Plan. Carroll County will have another review period and then the Final Plan will be submitted. If all goes smoothly, Elm Street Development would break ground on the new community in late 2024 or early 2025.
The road network aka connecting Prothero to the new community is a significant component of the Conceptual Plan. Carroll County wants to connect Prothero Road because that has been the plan for years; however, Elm Street Development would rather not connect Prothero Road. In the last meeting between Elm Street Development and Carroll County, Elm Street Development presented an alternate road network which leaves Prothero Road as it is, creates a cul-de-sac in the new Harvest Creek community and eventually connects the new community to Brangles Road if/when the Bupperts’ property is developed.

After much discussion/debate, Carroll County directed Elm Street Development to update the Conceptual Plan to reflect connecting Harvest Creek and Jenna Estates via Prothero Road.
Ultimately, if members of the community would like to share/voice any feedback regarding the road network, now is the time to do it. Once the Conceptual Plan is approved, there will not be any changes to the road network.
